Reused Content on Shorts: The Channel Is What Gets Judged
Shorts feel disposable — thirty seconds, gone. The policy does not share the feeling: a Shorts channel is reviewed as a channel, and its patterns are the easiest on YouTube to see.
The reused content policy makes no exception for length. A channel of reposted clips — sports moments, stream highlights, movie scenes, other creators' viral videos — is repurposing without added value whether each piece runs thirty seconds or thirty minutes. Captions, a zoom, a border, or a "wait for it" text overlay do not change the proportion, and proportion is the policy.
The three Shorts patterns that get rejected
The repost channel. Other people's Shorts and clips, re-uploaded at volume. This is the plainest reused-content case on the platform, and no editing garnish fixes it. The slideshow machine. One template — same voice, same stock images, same structure — producing near-identical Shorts daily: the inauthentic pattern, and Shorts' speed makes the interchangeability visible in a ten-second scroll of the channel page. The reaction strip. A face watching full Shorts with a remark at the end: proportion again — the borrowed Short does the entertaining.
What a defensible Shorts channel looks like
You, in it. Your performance, your craft, your joke, your take — filmed or built for the format, not harvested for it. Commentary Shorts work when the commentary is the content and the clip is the evidence, cut short. Series work when each entry adds something the last one did not — a series is a promise of continuation, not a template with the noun swapped. The channel-page test decides it: scroll your own Shorts tab and ask whether a stranger meets a person or a machine.
Shorts channels also reach the Partner Program through the Shorts route — 1,000 subscribers plus 10 million qualified Shorts views in 90 days for full ad revenue — and the review at that point is the same whole-channel review. Run the Policy Audit before you apply; its questions were written for channels exactly like yours, whatever their video length.
Questions, answered plainly
Can I monetize reposted Shorts if I add captions?
No. Captions, zooms, borders, and text overlays do not add the significant original commentary or value the reused content policy requires. If the Short is someone else's and your layer is decoration, the channel is repurposing — at any length.
Do Shorts count differently in a monetization review?
No. Review is channel-level: theme, most-viewed content, newest content, watch-time share, and metadata — Shorts included. A Shorts channel's patterns are simply faster for a reviewer to see, because the catalog scrolls in seconds.
What is the Shorts path into the Partner Program?
Full ad revenue: 1,000 subscribers plus either 4,000 public watch hours in 12 months or 10 million qualified Shorts views in 90 days. The policy review at application is the same reused and inauthentic content review every channel gets.
